What You Can Create in Z-Clear
Moving goods between the UK and the EU means getting border data in before the truck reaches the crossing, often outside office hours. Z-Clear, built by Zelir Logistics Ltd, lets you create three of those documents yourself instead of starting another email chain.

You Enter the Shipment
Consignor, consignee, goods, route and vehicle go into the portal. Assisted completion prompts for what each document actually requires, so you are not guessing at field names or working from a spreadsheet template someone sent you two years ago.
The Document Comes Out
Z-Clear creates the ICS2, safety and security GB or ELO document from what you have entered. You keep control of the timing, which is the point: nothing waits for an agent to open their inbox in the morning.
We Are Behind It
If a field looks wrong or a load is unusual, our customs team is available 24 hours a day to check it with you. The portal sits alongside a working customs operation rather than being standalone software with a help page.
The ELO, Without the Late Night T1 Problem
French customs launched the ELO in 2025 and made it mandatory from 20 April 2026 for transport units using the France to UK Smart Border. The system is fine. The timing is the problem.
Drivers Run Through the Night, Offices Do Not
Zelir clients told us the same thing repeatedly: someone was staying awake to add a live T1 movement reference number to an ELO because the transit was not open when the envelope was first prepared. That is an unreasonable thing to ask of a planner, and it is where mistakes get made.
WhatsApp Keeps the Driver in the Loop
Z-Clear now works with WhatsApp. You prepare the ELO in advance and send it to the driver through WhatsApp, and when the T1 MRN becomes available the driver adds it and receives the completed ELO PDF straight to their phone.

For goods entering Great Britain, safety and security GB has applied to EU imports since 31 January 2025, and HMRC is clear about who carries the duty: hauliers or carriers are legally responsible for submitting safety and security declarations. Z-Clear is a practical way for the party holding that responsibility to discharge it themselves.

What is Z-Clear?
Z-Clear is an online customs portal from Zelir Logistics Ltd that helps hauliers, freight forwarders, importers and exporters create border documents for UK and EU movements. You can currently create ICS2, safety and security GB and ELO documents in it, with support from our customs team available 24 hours a day.
Who can use the portal?
Any business moving goods between the UK and the EU: hauliers, freight forwarders, importers, exporters and transport operators who want to create their own border documentation. If you would rather not, we file the same documents for you as part of our customs declaration services.
Can I create ICS2 and safety and security declarations myself?
Yes. Assisted completion guides you through the information each one needs, including the reduced GB dataset of 20 mandatory fields with a further 8 required in certain cases. If something on a consignment does not fit the usual pattern, you can put it to one of our customs clerks before you submit.
How does WhatsApp work with ELO documents?
You prepare the ELO in advance and send it to the driver over WhatsApp. If the T1 movement reference is not available when the envelope is created, the driver adds it later once the transit goes live, and the completed ELO PDF is sent to their phone. That removes the need for office staff to be awake for it.
Will Z-Clear support other documents?
Yes. Zelir plans to keep developing the portal and add more self-service documents, with GMR creation on the roadmap. GMR is the Goods Movement Reference used by the UK goods vehicle movement service to link declarations to a crossing.
